If the deficit is $100,000, and you reduce it 10% a year, the first year you reduce it $10,000 to 90,000. The next year you reduce it $9,000 (10% of 90,000) to 81,000, then you reduce it 8,000 to 73,000.Anyway it takes way more than ten years to reduce it to zero.
